Myanmar Permanent Representative to the United Nations defends Myanmar at the Security Council Briefing Session on Myanmar

A briefing session on Myanmar was held at the United Nations Security Council in New York on 12 December 2017. At the meeting, U Hau Do Suan, Permanent Representative/ Ambassador of Myanmar, briefed the members of the Council on the development in Rakhine State. Some salient points of his statement are as follows:

- Regarding the alleged sexual violence, the Government of Myanmar has made its position clear that it will not condone any human rights abuse and is ready to take action against the transgressor in accordance with the law if there is concrete evidence;

- As for the humanitarian assistance, the Government is providing necessities to all communities in the affected areas in collaboration with Red Cross Movement and ASEAN Humanitarian Assistance Centre (AHA Centre);

- Myanmar and Bangladesh signed the Arrangement on Return of Displaced Persons from Rakhine State on 23 November 2017. Both sides are working on finalization of the Terms of Reference (TOR) to form a Joint Working Group (JWG) and to start repatriation process at their targeted time frames;

- As committed to implementing the recommendations of the Advisory Commission on Rakhine State as well as other recommendations of the Maungtaw Rakhine Investigation Commission, the Government has formed an Implementation Committee and an Advisory Board to the Committee;

- Union Enterprise for Humanitarian Assistance, Resettlement, and Development (UEHRD) was launched in October 2017 as a national initiative to address the issue of the Rakhine State after August 2017 terrorist attacks;

- The three main tasks of the Union Enterprise both for short and long-term are: (1) repatriation and effective provision of humanitarian aid; (2) coordinate resettlement and rehabilitation efforts; and (3) socio-economic development and durable peace;

- The Union Enterprise is undertaking infrastructure development and construction in preparation for the repatriation process while assisting distribution of humanitarian assistance. For the long-term development, the Union Enterprise is encouraging and inviting investment to create jobs, and generate income thereby upgrades the livelihood of the people. As a result, Maungdaw Special Economic Zone has been established recently to boost cross border trade with Bangladesh;

- The Government has stated its objection in unequivocal term to the discriminatory and selective application of overlapping actions against Myanmar in the name of human rights under the various UN mechanisms. This pattern of exerting undue political pressure and coercive measures will not bring any positive result;

- As a responsible member of the UN, Myanmar has never failed to maintain its relationship with the UN, and always chooses the path of engagement and cooperation based on mutual understanding and respect;

- The Government of Myanmar expressed its sincere appreciation to the members of the Security Council who have demonstrated understanding of the complex challenges Myanmar is facing today. Only mutual understanding and constructive cooperation will bring about positive result.
